The Federal Footprint
Detroit hosts a denser concentration of federal workplaces than most cities of comparable size. For each one, federal law — and Schedule I status — controls regardless of MRTMA. Federal employees are subject to the Drug-Free Workplace Act of 1988 and Executive Order 12564, which mandate zero-tolerance drug policies regardless of state law.

Theodore Levin U.S. Courthouse
The Theodore Levin U.S. Courthouse at 231 W. Lafayette Boulevard houses the U.S. District Court for the Eastern District of Michigan (the venue, of course, of Lowe v. City of Detroit) and is a federal building where cannabis possession and consumption are crimes regardless of state legality. Federal courthouse staff and judicial-branch employees are subject to federal Drug-Free Workplace Act compliance.
Patrick V. McNamara Federal Building
The Patrick V. McNamara Federal Building in downtown Detroit houses multiple federal agencies including IRS regional offices, GSA Region 5 administration, Social Security Administration field offices, and Department of Veterans Affairs administrative functions. Federal-employee zero-tolerance policy applies.
FBI Detroit Field Office
Located on Michigan Avenue, the FBI Detroit Field Office covers all of lower Michigan. Federal employees are subject to Executive Order 12564 zero-tolerance drug policy. The FBI conducts background investigations for security-clearance applicants in addition to its operational law-enforcement functions.
Detroit Metropolitan Wayne County Airport (DTW)
DTW sits in Romulus, Wayne County, and is operated by the Wayne County Airport Authority. TSA, CBP, and DEA maintain operations on airport grounds. Cannabis is illegal in airport terminals and on flights, even between two MRTMA-legal jurisdictions, because aviation is exclusively federal jurisdiction. Civil asset forfeiture by Detroit Metro Airport Police runs under MCL 333.7521 with the lowered $20,000 threshold under the airport-authority exception in MCL 333.7521a.
Detroit-Windsor Tunnel and Ambassador Bridge
Both crossings are federal jurisdiction at the Port of Entry. CBP officers can ask about cannabis use, and an admission can result in lifetime inadmissibility for a non-citizen. See Lifetime Inadmissibility.
CBP Detroit Field Office
The U.S. Customs and Border Protection Detroit Field Office oversees one of the busiest land-border districts in the country, including Detroit, Port Huron (Blue Water Bridge), and Sault Ste. Marie. CBP statements are unambiguous: “the sale, possession, production, distribution or the facilitation of the aforementioned of both medical and recreational marijuana remains illegal under U.S. federal law.”
Selfridge Air National Guard Base — Macomb County
Selfridge ANGB in Harrison Township is home to the Michigan Air National Guard’s 127th Wing. All military personnel are subject to Article 112a of the Uniform Code of Military Justice, which prohibits cannabis use under any circumstance regardless of state law. Civilian DoD employees on base are subject to Executive Order 12564.
Detroit Arsenal / TACOM — Warren
The U.S. Army Tank-Automotive and Armaments Command (TACOM), headquartered at the Detroit Arsenal in Warren, is the Army’s lead organization for ground-combat vehicle systems. Civilian employees are federal workers; contractor personnel are flow-down-bound. TACOM’s presence in metro Detroit reflects the deep historical connection between the Detroit-area automotive industry and U.S. military ground-vehicle production.
John D. Dingell VA Medical Center — Detroit
The Detroit VA medical center on John R Street provides care to roughly 350,000 veterans across southeast Michigan. Veterans Health Administration Directive 1315 governs cannabis: VA providers cannot recommend medical cannabis or fill out state-program paperwork, but veterans cannot lose VA benefits solely for using cannabis lawfully under state law. TSA, DEA, ATF Detroit Offices
All three agencies maintain Detroit field offices. ATF’s Detroit Field Division includes responsibility for federal firearms-and-cannabis questions: Form 4473 still asks whether the buyer is “an unlawful user of, or addicted to, marijuana,” and answering yes — or lying — can result in federal charges, regardless of MRTMA.
The Federal Reserve Bank of Chicago Detroit Branch
The Detroit Branch of the Federal Reserve Bank of Chicago is part of the broader Federal Reserve System. Federal Reserve employees are subject to federal Drug-Free Workplace Act compliance. U.S. Attorney’s Office — Eastern District of Michigan
The U.S. Attorney’s Office for the Eastern District of Michigan, headquartered in the Theodore Levin Courthouse, prosecutes federal cases arising in Detroit and the surrounding 33-county district. Federal cannabis prosecutions have been infrequent in the post-MRTMA era but remain legally available; the office’s discretion is the operating constraint.
Practical Implications
For Detroit residents who work in any of these federal-employer environments:
- Federal employees — zero tolerance applies; do not consume regardless of state law
- Federal contractors — flow-down clauses propagate federal compliance throughout the contract chain
- Federal-courthouse, post office, federal building visitors — cannabis on premises is a federal violation
- Airport users — cannabis on TSA-screened areas or on flights is a federal violation
- Border crossers — cannabis at the Port of Entry is a federal violation; non-citizens face lifetime-inadmissibility risk
- Veterans receiving VA care — benefits are not lost for state-legal use, but VA providers cannot recommend or document medical cannabis
