TACOM, Selfridge ANGB & the Detroit Arsenal

TACOM (U.S. Army Tank-Automotive and Armaments Command) is headquartered at the Detroit Arsenal in Warren. Selfridge Air National Guard Base hosts the Michigan Air National Guard’s 127th Wing. UCMJ Article 112a + Executive Order 12564 govern.

The Detroit-Area Military Footprint

The Detroit metro area hosts a substantial military and military-adjacent federal footprint, reflecting the deep historical connection between the Detroit-area automotive industry and U.S. military ground-vehicle production. The major sites:

  • U.S. Army Tank-Automotive and Armaments Command (TACOM) — Detroit Arsenal, Warren, Macomb County
  • Selfridge Air National Guard Base — Harrison Township, Macomb County
  • U.S. Army Reserve and Michigan Army National Guard — multiple armories across metro Detroit
  • U.S. Marine Corps Reserve — Detroit Reserve Center
  • U.S. Coast Guard Sector Detroit — Riverwalk

TACOM and the Detroit Arsenal

TACOM — the U.S. Army Tank-Automotive and Armaments Command — is the Army’s lead organization for ground-combat vehicle systems. The Detroit Arsenal in Warren has been the center of U.S. Army ground-vehicle development since the World War II era; the historical connection to the Detroit-area automotive industry is foundational to the broader U.S. military-industrial base.

TACOM’s footprint includes:

  • TACOM Life Cycle Management Command (TACOM LCMC)
  • U.S. Army Combat Capabilities Development Command Ground Vehicle Systems Center (DEVCOM GVSC)
  • Multiple program-management offices for armored vehicles, tactical wheeled vehicles, and weapon systems
  • Civilian engineering and management workforce
  • Contractor personnel from major defense contractors (General Dynamics Land Systems, BAE Systems, Oshkosh Defense, AM General)

TACOM Drug Policy

TACOM civilian employees are federal workers subject to Executive Order 12564 (Drug-Free Federal Workplace) and the Drug-Free Workplace Act of 1988. Pre-employment, random, post-accident, and reasonable-suspicion testing all apply. Cannabis remains Schedule I under federal law; state legalization does not affect the federal-employee zero-tolerance policy.

Contractor personnel at TACOM are subject to flow-down clauses in their employer contracts that typically mandate equivalent zero-tolerance compliance. The flow-down obligations propagate through the entire defense-contracting supply chain.

Selfridge Air National Guard Base

Selfridge ANGB in Harrison Township is home to the Michigan Air National Guard’s 127th Wing. The 127th flies KC-135 Stratotanker refueling aircraft and provides air-refueling support to U.S. Air Force operations globally. The base also hosts U.S. Coast Guard, U.S. Customs and Border Protection, U.S. Marine Corps Reserve, U.S. Army National Guard, and U.S. Border Patrol units.

Selfridge Drug Policy

All military personnel at Selfridge are subject to Article 112a of the Uniform Code of Military Justice (UCMJ), which prohibits cannabis use under any circumstance regardless of state law. Article 112a provides for court-martial proceedings, dishonorable discharge, and other military-justice consequences for violations.

Civilian DoD employees on base are subject to Executive Order 12564 zero-tolerance drug policy — the same federal-employee framework as at TACOM and other federal sites.

Contractor personnel on Selfridge are subject to flow-down clauses requiring equivalent compliance.

The Future of Selfridge

Selfridge ANGB has been the subject of continuing federal infrastructure decisions about its long-term role and missions. Pentagon force-structure reviews periodically reassess Air National Guard wing missions, including Selfridge’s. As of April 2026, the 127th Wing remains operational with its KC-135 mission; future mission-set decisions will be made through the Department of Defense’s ongoing force-structure planning process.

U.S. Army Reserve and Michigan Army National Guard

The U.S. Army Reserve and Michigan Army National Guard maintain multiple armories across metro Detroit. Reserve and Guard members are subject to UCMJ Article 112a during military duty and to Executive Order 12564 during civilian federal employment. The dual-status nature of Reserve and Guard service creates situations where state legalization, federal employment, and military service overlap in complex ways; service members in any of these statuses should not consume cannabis.

U.S. Coast Guard Sector Detroit

The U.S. Coast Guard maintains Sector Detroit operations on the Riverwalk, with responsibility for maritime safety and security on the Detroit River channel and the broader Great Lakes waterways. Coast Guard members are uniformed military personnel subject to UCMJ Article 112a. The federal maritime jurisdiction of the Detroit River channel itself is one of the federal-jurisdiction zones within the city limits.

U.S. Marine Corps Reserve

The Detroit Marine Corps Reserve Center hosts Marine Reserve units. Marine Reserve members are subject to UCMJ Article 112a during drill, training, and active-duty periods.

The Veterans Population

The metro Detroit veterans population is substantial — the John D. Dingell VA Medical Center provides care to roughly 350,000 veterans across southeast Michigan. Veterans Health Administration policy on cannabis is governed by VHA Directive 1315; veterans cannot lose VA benefits solely for state-legal cannabis use, but VA providers cannot recommend or document medical cannabis. See Veterans & VHA Directive 1315.

Practical Implications

For active-duty service members, Reserve members, National Guard members, civilian DoD employees, and federal contractors at TACOM, Selfridge, or any of the metro Detroit military / federal sites:

  • Do not consume cannabis — UCMJ Article 112a or Executive Order 12564 applies
  • State legalization does not protect against military or federal-employee discipline
  • Random testing is routine
  • Career consequences include dishonorable discharge, civilian termination, security-clearance loss, and potential criminal exposure
